The digital transformation in the field of books has presented the country's cultural and media policymaking with new challenges and opportunities. The purpose of this research is to analyze media policymaking around the field of publishing digital books in the upstream documents of the Islamic Republic of Iran. The main orientation of this research is applied and its purpose is exploratory, in which the information required for the research was collected and analyzed using the documentary method. The target population of this research consists of the upstream documents of the Islamic Republic of Iran related to digital books in the period 1370 to 1404.The results of the aforementioned policy study indicate that four policy axes in this area are important, including "digital publishing information technology infrastructure", "content production and localization in digital publishing", "digital publishing regulation and governance", and "digital publishing economic development". Document analysis indicates that policy orientations mainly emphasize the development of information technology infrastructure, expanding equitable access to digital educational and cultural resources, the production and localization of electronic and multimedia content, and the establishment of new governance and regulatory models.In this regard, it should be noted that the aforementioned policies have considered digital publishing not only as a technological tool, but also as a mechanism for improving the quality of education, strengthening cultural identity, and realizing educational justice. Also, challenges such as institutional incoherence, weakness in monitoring and evaluation systems, and inequality in access to technological infrastructure limit the practical realization of policy goals and highlight the need to review executive and supervisory mechanisms.
