AIntroduction: In recent decades, with the rapid expansion of communication technologies and accelerating social transformations, the concept of literacy has extended far beyond traditional educational frameworks to encompass diverse dimensions such as media literacy, digital literacy, scientific literacy, financial literacy, health literacy, and civic literacy. In this context, public media—particularly national broadcasting organizations—due to their extensive reach, universal accessibility, and historical role in public education, have the potential to play a pivotal role in enhancing public literacy specially on social media. Nevertheless, empirical evidence and prior studies indicate that despite possessing substantial institutional, technical, and human capacities, national media have not been able to effectively and systematically promote sustainable literacy development among audiences on social media. In many cases, educational functions have been overshadowed by entertainment-oriented approaches or one-way informational practices. Accordingly, the present study aims to propose a structural model for realizing the concept of a “Public University” within the national media system, with a focus on audience literacy enhancement. This concept reconceptualizes national media as a lifelong, inclusive, and interactive learning institution rather than merely a broadcaster of entertainment or news content.Methodology: This research is applied in purpose and adopts a quantitative design. In the initial phase, grounded theory model was employed to identify the key components and dimensions of the Public University model for national media on social media
